The goal of the institute is to develop leadership skills in Oregon's high school migrant students. It exposes participants to college life and encourages them to attend.

The High School Equivalency Program (HEP) helps migratory and seasonal farmworkers (or children of such workers) who are 16 years of age or older and not currently enrolled in school. In doing so, HEP provides support that will permit students to obtain the equivalent of a high school diploma and, subsequently, to gain employment or begin postsecondary education or training.

Applicants should be16 years or older, have a need from HEP for obtaining a GED, and be a migrant or seasonal farmworker, or have worked in a migrant or seasonal farm work in the past.

Offers families who move frequently to work in agriculture, farming, nurseries or forestry to help migrant students overcome problems that result from repeated moves and an interrupted education.
